Glen-Marr Homeowner's Association
Spring 2015
May 9, 2015
Dock installation:
About twelve people participated in the dock installation. The process went smoothly because of the new trailer. Thanks to all who helped in this effort.
Spring Meeting:
Nineteen members of the Glen-Marr allotment met after a light lunch for a meeting.
MWCD Dock Meeting
Tim Nauman, association president attended the MWCD dock meeting and provided us with a copy of the power point presentation. The conservancy suggests that each boat owner puts the boat registration number on items that are kept on the boat to track any stolen items. Provide a copy of the inventory to the park ranger. You will get a sticker on your boat from MWCD to let people know that the items have been inventoried and registered with the conservancy district. It is expected that this process will both prevent theft as well as making recovery of items and/or prosecution of thieves more likely. (I will post a copy of the power point on the Facebook page.)
Glen-Marr Dock Committee
Steve Harrison discussed the policy of the dock committee. Our dock association is required and permitted by MWCD to have gang docks that comply to the regulations of the Conservancy. We have the ability to add additional fingers with the approval of MWCD. When current dock owners do not renew their space, it becomes available for other allotment homeowners with boats to petition for the space.
If a homeowner wants to obtain an existing dock, if available, or petition to build another finger on the main dock, that homeowner needs to let one of the officers know of their desire. Their name will be put on a list for a dock slip (finger).
Currently there is one slip available on the current gang dock.
The dock committee, via Steve Harrison, proposes that a fee be paid by anyone who wants to buy an existing dock to reimburse the dock committee for the sunk costs involved in building the dock. Recent docks have cost in the neighborhood of $3000 to build the platform and purchase the barrels.
A motion was made and seconded for new applicants of existing dock slips to reimburse the association in the amount of $500. The check will be made out to the Glen-Marr Homeowner's Association with “dock maintenance fund” marked on the memo line. The money will be used to maintain the existing docks and do minimal repairs. The motion passed without objection.
A second motion was made and seconded to assess existing dock owners a fee of $50 a year to go into the dock maintenance fund beginning this year. This fund will be used to maintain and repair current docks. The money will be collected by the Glen-Marr treasurer and the account will be kept separate from the funds in the HOA account. The maintenance dues for this will be due when the dock payment is due except for 2015 when they are due on June 1. The motion passed without objection.
During the discussion the condition of the east docks was raised. Since the docks are not removed during the winter there is some concern about deterioration. One resident acknowledged that the east docks show some wear.
The Eckenger's currently have dock space at the East Marina and are interested in obtaining a slip on the association dock.
Glen Marr Homeowners Association
There was a lengthy discussion of the contributions of the association dues and the benefits of having a homeowner's association if a resident is not a boat owner and the way treasury money is being spent. One of the concerns was the communications from the association officers to the homeowners. Another concern was the value of the membership. It was suggested that better and more frequent communication be made, that community events be scheduled and paid from the dues to bring the homeowners together, and that we evaluate other group activities (such as a community trash pickup day or picnic) be held regularly.
Sharon Bohaty agreed to help design a leaflet or flyer to publicize benefits to the homeowners. Miriam Wilson will put together a new directory and distribute it to residents. Homeowners who have not paid dues will be notified.

Dock lighting
Russ Bohaty reported on dock lighting. Last year he investigated solar lights but found out that they are more expensive and they need electrical back up to work properly. MWCD installed solar lights but the results have not been satisfactory.
One of the options was to install electrical lights to light the dock areas. Three goose-neck lights will be needed to the west docks and one for the east dock area. Costs for the association if we do the work to install the lights will be approximately $3000. This is broken down into the cost of the lights, the box, the pole, burying the wire and the circuit breaker. In addition the monthly electrical costs are estimated to be $17.00 a month. We can set up an association account with the electric company to pay this bill.
Russ will talk to a representative from the electric company to review the option and he will report back to the homeowners.
July 4th Decorating Contest
Wilda Wilson invited homeowners to take part in a 4th of July decorating contest. She showed photos of the Jones, Fox, and Bohaty houses from last year and invited association members to take part in a contest. We could have a celebration for the allotment over the 4th holiday to look at decorated houses and get together. It was suggested that we contact other homeowner associations to invite them to participate as well. Miriam Wilson will look into this. Jody Steward gave us the name of a contact for the West Glen-Mar Homeowner's Association to see if they are interested in participation.
