Meeting Minutes
5/13/17
1. Call to Order
The meeting was called to order by Mimi Wilson. Twenty-five homeowners and representatives were present. There was no homeowner representation from East Lakeside, however John Evans did come at noon but was told the meeting had to be pushed back a couple of hours due to all of the dock install issues. He was unable to attend at that time. He did, however, express a concern about the gun shop and the issue was discussed in item #10.
2. Treasurers Report
Sharon Bohaty reported that only 4 homeowners have not paid their annual dues. Our general fund has $8,253.83 total. The dock fund has $1869.19 in reserve. About $500 was spent this year to do repairs on the tractor to help with dock installation. Thanks to everyone who helped with the installation this year. (Two homeowners paid their HOA fees today (one homeowner paid $95 and owes $5, and another paid $50.)
3. Tree removal
Nick Addessi said that David McNutt from Unkefers Farm Equipment can cut the trees and remove the wood around the dam at the pond for $2000. This quote does not include the stump removal. Nick will get the contact information to the association.
4. Silt removal
We will check with Tim Nauman to see if he has any additional information on pond repairs and maintenance, and to ask if a pond committee has been established.
5. Fourth of July decorating contest
Last year the Jones’ won the decorating competition so they will be judging the 2017 competition. Judging will be done on Saturday, July 1 at 7 pm. All homeowners should have their decorating done by then. The winner gets their homeowner’s dues waived for the following year (a $50. Value)
6. Dock issue
Monte raised the issue of safety on the dock entry at this time since the water is high. The main walkway of the docks is unstable. The dock committee has been asked to look into this to see if there is any way to stabilize the dock. (The dock committee’s members are Monte, Steve, Mike, Russ and Bob.)
We also discussed options when the docks are older and need to be replaced. The marina will replace docks at approx. $3000 per household and a yearly fee of $100 to install the docks in the spring, and remove the docks in the fall. We are not ready to do this at this time, but it may be a future option.
Another issue was raised in regard to the dock transfer fee. Currently, the cost is $500 but this fee has only been assessed on the west dock bank. We need to discuss the following: Should a dock become open on the east dock bank, there should also be a $500 dock transfer fee, even though he east docks do not pay a dock maintenance fee. It would be unfair for one homeowner to be assessed the $500 for the dock transfer on the west docks, but to charge nothing for a homeowner to use an east dock. If and when that situation occurs, accounting would need to be set up to track the amount of money in each of the dock funds (east and west).
Dock insurance was also discussed but Monte had previously looked into it and it would cost $500-600 per year and would not cover injuries to hired hands (school kids).
7. Pond improvement – turtle dock
There is interest in building a small, environmentally friendly turtle dock at the pond. Materials will be donated by Kurt Frascone. Homeowners did not object as long as the dock was created in such a way as to blend in with nature.
8. Solar lights at the dock and near the swim area
Steve Harrison and Kurt Frascone have solar lights to donate to add safety and lighting near the swim area and the dock area. There is general understanding that these do not need approval from MWCD because they are solar and do not require hard-wired installation. A big thank you to Steve and Kurt Frascone.
9. Glen Marr Community Garage Sale
There will be a community garage sale in Dellroy on June 24th. Glen Marr residents will participate. All proceeds from the yard sale will go to the Glen Marr general fund. Sharon will send out an email to all residents asking for donations and volunteers to help setup, work, and clean up after the sale. The sale will be held at the Jones/Fox’s yard/garage and the signs will point buyers to West Lakeside home in our allotment. We will put up signs at S.R. 542 and other visible roadways to note our participation. Wilda Wilson checked and was told that there is not a cost to participate. (Amy Brown to contact the mayor of Dellroy, who is a friend of the Johnson family, to find out if there is anything else we need to do). We will get together at Memorial Day to work on signage for the event. Unsold goods will be donated to a charity unless the donor wants to take them back. The sale committee is composed of Wilda Wilson, Sharon Bohaty, Joyce Fox, Amber Johnson, and Lisa Pankuch.
10. Gun shop
Concerns have been raised regarding the commercial business located at SR 542 and Glen Drive. Deed restrictions do not allow commercial business to be run from the residential allotment. Amy Johnson indicated that the location is temporary until an alternative spot is located for the business. We will continue to monitor for traffic and status of this store.
11. Dock installation and removal.
The issue of hired help for dock installation was once again raised (hiring high school kids), and nixed because of the liability issues. This was a difficult dock installation. The tractor needed a new wheel and tire, then after a few docks were installed, it wouldn’t start so a lot of hard, manual labor took place. Dock installation took the better part of the day. (To repeat - A big thank you to all that helped and stuck it out until the job was done). This situation was compounded by the fact that several dock/homeowners were unable to attend due to prior commitments, and yet other dock/homeowners who simply chose to not show. We need to discuss/stress to boat owners the importance of their participation.
Sharon suggested that for this fall’s dock removal and next year’s dock installation that homeowners are given options and we will choose a date based on preference.
