Call to Order

Tim Nauman called to order the spring meeting of the Glen Marr HOA on Saturday, May 14th, 2016 @ the Wilbert C. Jones garage.

Approval of Minutes from Last meeting

The minutes of the October 10, 2015 meeting were read.  Sharon Bohaty moved to approve the minutes, Wilda Wilson 2nd the motion.  Unanimous approval by voice vote.

Treasurer’s Report

Sharon Bohaty (acting treasurer for Joyce Fox) reported that as of May 14, 2016 we have a balance of $6,514.85 in the Check Book.  $5,011.76 of which, is in the General fund and $1,503.09 is in the Dock Buy-In/Maintenance Fund.  Monte Fox moved to approve the treasurer’s report, Bob Pankuch 2nd the motion.  Unanimous approval by voice vote.  (See attachment for detailed report).

Old Business Issues

Docks 

There is a single slip opening on the West side dock gang.  For the 2016 season, both Stephens and Kenneweg opted out of dock slips and Locker opted in.  To assume a dock, there is a one- time $500.00 buy-in plus yearly sticker fees.

The East dock homeowners currently do not maintain a dock fund.  Their repairs/ dock upkeep are kept separate from the West dock fund.  They have recently upgraded their docks and expect a 10-15 year life span.  The East dock homeowners will consider establishing a similar dock fund as the West.

In total, there are 20+ slips between the East and West docks.  According to the MWCD, the Glen Marr Dock Association owns the docks.  In order to have a dock, the homeowner must be in good standing with the association and (s)he must also own a house, land and have an approved sewer system on their property.  The Association obtains dock stickers from MWCD for qualified homeowners for available dock spaces.  If the homeowner has a current Glen Marr dock sticker and they decide to sell their house, they may offer dock privileges to the new owner, subject to paying the buy-in fees.   MWCD also mandates that the GMA HOA maintain a Waiting List for homeowners seeking dock spaces once the existing slips are at capacity.

Although the docks are private, there is some question as to the risk/ liability attributable to the GMA HOA should someone be hurt.  Does the Private Docks sign assume usage at your own risk?  The dock committee (Mike, Russ, Monte, Joyce, Steve) will look into General Liability/ umbrella policies and report back at the July meeting. 

It was mentioned that an association (with @ 10 homeowners) at the West end of the lake had a $2,500 per boat owner buy-in for new docks.  For an additional $100.00/year, the marina takes their docks in & out for them each season. 

Beach improvement 

MWCD has made several beach wrap/ rip rap improvements around the lake.  Glen Marr was told by Troy Bishop (who is no longer with MWCD) that our association was in the 5 year beach plan upgrade.  At that time, @ 2-3 years ago, we were told the cement block wall (built in 1973), would be leveled and either replaced with rip rap and/or the beach dredged.  Russ Bohaty will follow up with MWCD and see where we are on the 5 year improvement plan.  Of concern is the safety of our families and in particular, the safety of our children with disabilities.

Officers 

Due to Joyce Fox leaving the position of Treasurer, the current group of officers are as follows:Tim Nauman, President; Monte Fox, Vice President; and Mimi Wilson, Secretary.    Monte made a motion to nominate Sharon Bohaty as Treasurer; Bob P. 2nd the nomination.  The current officers decided to remain in their current positions and Sharon Bohaty was voted the new Treasurer by unanimous voice vote.  (Lisa Nauman and Pam Aldergate volunteered to act as co-secretaries when Mimi Wilson is unable to perform her duties).

Lighting

Russ Bohaty looked into electrical/ lighting options for the west docks area.  The hooking of lights to a pole option turned out to be cost prohibitive.  Although several other options appear feasible, they are being tabled for the time being. 

4th of July

The 3rd Annual Fourth of July Decorating contest will once again be held amongst those Glen Marr homeowners interested in participating.  Last year’s winner, the Aldergates', were not assessed membership fees for 2016 and will be this year’s judges.  So whip out your Red, White & Blue and help us celebrate with patriotic flair.  Winners to be announced Monday, July 4th, 2016.  Wilda Wilson passed around a photo book of all the previous year’s contenders and Sharon Bohaty has posted pictures to the Glen Marr website. 

There will be a short Glen Marr homeowners meeting Fourth of July weekend, Monday, July 4th, 2016 at the Jones garage on West Lakeside Drive.  Updates will be given regarding dock liability issues, beach improvement findings and further pond discussion.

Pond

There is continued confusion over pond ownership and who is responsible for its upkeep.  Does the GMA HOA own the pond?  Do the MacIntoshes?  Is there some liability attributed to the county due to surface water/township ditches?, ODNR?, MWCD, etc.  Although some of these issues have been looked into, we do not have any definitive answers.  It has been noted that the pond does show up on each homeowner’s deed.  No committee and/or person(s) were set up to research further.

Recently the pond developed two bowling ball sized holes.  Thanks to Buzz and Keith, a temporary repair was produced and a major breech was averted.  Several subsequent actions have been or are being looked into to address the problem:

Ben Erb, a recognized pond pro was consulted and several issues were noted.  As opposed to preferred groundcover of grass only, there are trees growing on the back of the dam and their roots are causing problems.  Ben suggested equipment be brought in to push over the trees and leave their roots exposed. 

His second suggestion was to drain/syphon the existing 10-12’ deep pond down to @ 4’.   Once the water level is lowered, dredge the pond and put additional clay/ sediment on the back of the dam.  This should take some of the pressure off of the dam.  There is a possibility that some of the pushed over trees may be reclaimed as timber/ saleable logs, and could net as much as $2,500.00. 

Another issue at the south end of the pond is that the rainwater is washing in sediment and filling the pond.  Can we dredge/restore the pond to its original size?  The sediment has encroached @ 75’ into the pond border.  One suggestion was to build an initial pool (to the front or side of the pond) to catch some of this sediment before it hits the pond (@ $8-10,000)?  In total, all of the above mentioned suggestion/ fix is @ $35,000.

Pat Altergate submitted a letter from an experienced local realtor, Eric Haines, (see 2nd attachment), regarding Glen Marr’s pond.  Eric maintains that the added amenity of a pond does positively impact homeowner value in Glen Marr.   

Tim Nauman has had dealings with Streamside, a company out of Finley, OH that may have an alternate solution/plan for the pond.  Streamside works in conjunction with the Army Corp of Engineers and they remove and filter sediment with a “sand wand”.   They will be giving a presentation/demonstration at the end of June.  Monte will accompany Tim Nauman to see if this is a viable option for Glen Marr.

Russ Bohaty spoke of a “dry fix” performed at another pond being another possible solution.  Steve Harrison thought there may be other beneficiaries of the pond fix that should be asked to help offset the cost.  He will look into some of these prior to the July 4th meeting.  Another suggestion was to see if any grants are available.

Tim asked for a motion to adjourn the meeting, Bob Pankuch moved to adjourn the meeting, Wilda Wilson 2nd the motion. Unanimous approved by voice vote.
