Meeting Minutes
I.
Call to Order
The meeting was called to order by Tim Nauman after a question raised
about the purpose of the meeting. Rather
than a general meeting, it was determined that it was a special subject meeting
thus limiting the scope of discussion. (The
minutes from the April meeting described the special July meeting as a
homeowners meeting where “updates will be given regarding dock liability
issues, beach improvement findings and further pond discussion.”) Thirty people were in attendance representing
13 properties.
II.
Pond obligations
Pond upkeep is the responsibility of the Glen Marr
homeowners with the exceptions of three lots on the west side of the allotment according
to the original documents.
III.
Tax obligation
Steve Harrison reported that there is no tax value
to the pond. Its value is for water and
soil conservation, water access for fire safety, and run off for storm water.
IV.
History
Mimi Wilson read that a memo from 1977 covered the
same leaking dam problem at the pond. At
that time there was a leak that needed repairs. Larry Freed reported that the
repairs were covered by donated concrete from his workplace and homeowners
association monies. At that time, water
was drawn down, brush cleared and new concrete poured.
V.
Temporary repairs
Tim Nauman reported that
at the moment the temporary repairs are holding and the dam is not leaking.
VI.
Future options
a. Tree and brush removal and
repair
i.
Jacky
Locker got an estimate of $2500 to remove trees around the dam. The estimate is attached. (This was presented by Russ Bohaty.)
b. Draw down pond
c. Fix pipe and dam
VII.
Previous estimate
The previous estimate was based on taking out the
pipe, adding new concrete and rip-wrap, reconstructing a new central spillway and
a vertical shaft.
VIII.
Comments
Jim McJessy talked about
the need to take out the trees.
Nick Addessi asked about
the cut trees being used as a brace.
Keith Altergate mentioned
the problems caused by tree roots.
Joyce Fox asked about any help from the Army Corps
of Engineers or the Environmental Protection Agency. (Tim mentioned that we did not want to
involve them at this time due to unknown regulations or requirements that might
be raised.)
IX.
Dues obligations
Home owners have an obligation to pay $50 a year to
the association to help fund projects and repairs. Currently 16 members pay dues with the
Stewarts and the Foxes paying for two properties. There are currently 15 property owners in the
association who are remiss in their dues.
Russ Bohaty discussed the
importance of getting more people paying into the association. Sharon Bohaty will
draft a letter and send an invoice to those not paying their dues.
X.
Insurance
Russ checked on insurance on liability and was told
that it is not available from the agency he contacted. His agent is checking with another company to
get an estimate; however, there has been no update as of this time. Steve Harrison checked on a business policy which
asked for photographs and number of members.
Monte has not gotten a bid as of this time.
XI.
Next steps
1. More estimates will be obtained
2. Trees will be marked for removal
and a group will get together to remove them after the first frost.
3. Steve
Harrison will contact a pond expert for additional bids. Also the soil and conservancy group in Carroll County will be contacted.
XII.
Dock removal and fall meeting
Dock removal will be held either October 15 or
October 22 with a regular homeowners meeting following.
XIII.
4th of July
decorating contest
The Aldergates, who won
the competition last year, judged the decorating contest and gave the award to
the Jones/Wilson house. Their dues will
be waived for next year as a result of the award.
