Glen Marr Dock Association Information

Dock Eligibility

Per the Muskingham Watershed Conservance District (MWCD): Existing private approved (recorded in county) residential developments adjacent to MWCD property, holding a current Docking Agreement, will continue to be eligible for docking privileges if administered by a Docking Association, (i.e., Glen Marr Docking Association). Glen Marr bylaws state that only a member in good standing is eligible to hold a dock. A member in good standing is defined as a person or family that is up to date on paying their HOA dues.

Only those persons whose land within the development contains a habitable structure with an approved sewage system are eligible. Eligible residents may obtain docking at the discretion of the Board of Directors, for watercraft owned by themselves or members of their immediate family. Immediate family includes spouse, parents, stepparents, siblings, children and stepchildren.

Existing docks

The current dock configuration on the west bank of docks consists of seven fingers supporting fourteen dock slips. The east dock configuration currently supports six dock slips. The MWCD has allowed Glen Marr to expand that total to 26 dock slips. Although there are currently no available docks, a homeowner wishing to buy a boat may opt to build a dock for their boat. Contact the president of the HOA for more information.

Transferring to an existing open dock

If a dock becomes available and a homeowner wishes to utilize the open dock, they must first be included on the dock waiting list. Dock waiting list is on a first come, first served basis and currently there is one homeowner on the list (as of June 2022). To add your name to the dock waiting list, please send and email expressing your interest to glenmarrhoa@gmail.com.

Here are the expenses associated with the dock transfer and retaining that dock:

$50 HOA fee must be paid yearly (due each January 31). Bills will be sent to all HOA homeowners in early January.

$50 Dock Association fee must be paid yearly (due each January 31 - west docks only, east docks maintain their dock expenses separately.) Bills will be sent to all west dock holders in early January.

$500 One-time transfer fee

$275.00 MWCD Dock Stamp (2024 prices, but they are subject to change and determined by the Muskingum Watershed Conservancy District).
Detailed information on dock stamp renewals will be mailed to current dock holders and also be posted to this webpage at the beginning of each boating season, as soon as pricing information is made available from the MWCD. Note: Dock stamps will not be issued to homeowners that are not paid in full on their HOA and Dock Association fee, nor will a dock stamp be issued to a transferred dock slip if the one-time transfer fee has not been paid.

Note: all payments for HOA, Dock Fee, One-time dock transfer fee, and dock stamps are to be submitted to the treasurer. Only the treasurer can order dock stamps from the MWCD. All other monies are held in the treasury account in either the general fund (HOA fee), or the dock fund (Dock Fee, One-time dock transfer fee). Checks should be made payable to Glen Marr HOA, and mailed to the HOA PO box at: Glen Marr HOA/PO box 342/ Valley City Ohio, 44280.

 

Additional Dock Fingers

If a homewoner wishes to add a finger to the existing configuration (a dock finger consists of two dock slips) a building permit must first be issued. Boat owners who wish to build a new finger must contact the Glen Marr HOA President (contact info is listed on the Contacts page). The new finger must match the existing configuration. Homeowners can only obtain permission to use one dock slip (i.e., one half of a finger) per home.

Here are the expenses associated with building a new dock finger and the costs of retaining that dock:

All materials needed to build the dock are at the expense of the homeowner. Although building material prices are subject to change, the most recent finger was added to the west docks in 2022 and the total cost of the finger, split between two households, was approximately $6,000. This price was for materials only as the homeowners provided all of the labor.

Dock Maintenance

Boat owners are required to keep their docks in good/safe condition. If maintenance needs to be done to a dock, the boat owner will need to purchase the necessary supplies and do the work themselves. Submit your receipt to the treasurer via email at glenmarrhoa@gmail.com to get reimbursed (west docks only as east docks do not have a dock maintenance fee and repairs are paid for by east dock boat owners).

Additional Dock Rules and Regulations

All docks in the Glen Marr allotment remain property of the Dock Association. As long as the homeowner is current on their yearly HOA and dock fees, and pays for a dock stamp each year, the dock that they build, or the dock that has been transferred to them continues to be reserved exclusively for their boat.

Along with the check for the dock stamp, boat owners must also provide a copy of their boat registration (one time only, unless you purchase a new boat). This ensures that the number on the dock stamp matches to the OH number on the boat. The application for dock stamps are sent to the MWCD and boat owners should receive their dock stamps in early to mid-May.

If a homeowner wishes to opt out of their dock for the next season, or neglects to pay their yearly fees, they give up their right to that dock. The dock becomes open to another homeowner wishing to transfer into that dock. No financial reimbursement is given to the previous homeowner who gave up their dock.

If a homeowner wishes to reserve their dock even though their boat will not go into the water that year, they must pay all of the fees including the yearly MWCD dock stamp fee. The MWCD records the boat stamp numbers and matches them to individual boat OH numbers for boats that are docked in the Glen Marr docks so only those specific boats can dock there. Violators will be issued a warning and if the boat is not moved within a certain number of days, the boat will be impounded by the MWCD patrol.
